Caregiver — home care worker pilots — document checklist

Closed to new applications

Closed to new applications since 31 March 2026 under Ministerial Instructions 91. IRCC is still processing applications already received. The earlier Home Child Care Provider and Home Support Worker pilots closed in June 2024, and no replacement permanent caregiver programme has been announced — the only live caregiver route today is a temporary work permit.

Status checked September 2026 against the official IRCC page. The list below is kept for reference — applications already in the queue are still being processed against these rules.

Kept for people whose application is already in the queue, and for anyone working out what changed.

Job offer for full-time home care work

Child care under NOC 44100 or 42202, home support under NOC 44101 or 33102. Kept here because applications already in the queue are still being processed against these rules.

Refusal risk IMM 0267 or IMM 0268 Your employer

Six months of relevant full-time experience, or a recent training credential

Experience must be continuous and within the past three years. A relevant credential completed in the past two years was accepted instead.

Refusal risk Employers, or your training institution

Language test at CLB 4 in all four abilities

A low bar by federal standards, but it is all four abilities — a single band below 4 fails the whole test.

Refusal risk Approved test centre

Canadian high school diploma, or an ECA showing equivalency

Foreign schooling earns nothing without the assessment, and the assessment is the slowest item in this file.

Refusal risk WES, IQAS, ICES, CES or ICAS

General information, not legal advice. This checklist is prepared by CHK Immigration Services Inc. and was checked against the Government of Canada’s published requirements on the date shown. Requirements change and vary by case, and IRCC generates a personalised document list for many applications — where that list or canada.ca differs from this document, they govern.

Lead times are planning estimates, not guarantees. Police certificates and credential assessments in particular vary widely by country and provider. IRCC makes all final decisions.

Checked against the official IRCC page for this application in September 2026. Where that page disagrees with anything here, it wins. General information, not legal advice. Having the documents is not the same as having a persuasive file.

Every item above can be present and correct and the application can still be refused — on intent, on a date that does not reconcile, or on a lead time that ran out. A licensed consultant reads it the way an officer will.
