The 2026–2028 Levels Plan, and what it means for you.
Canada now plans three years at a time. The plan sets how many people can become permanent residents, how many can arrive temporarily, and how those places are split. It is the single most useful document for deciding whether to apply this year or next.

Figures in bold are the target; the smaller range beneath is the admissions range the plan permits. Under the Canada–Quebec Accord, Quebec selects its own economic immigrants, so Quebec's economic numbers sit outside the federal targets above.

Workers means new work permits issued under the Temporary Foreign Worker Program or the International Mobility Program. Students means new study permits for programmes of six months or more at a designated learning institution.
French-speaking admissions outside Quebec
Permanent residence has stopped shrinking
After the cut from 395,000 in 2025, the target holds flat at 380,000 for three straight years. That stability matters more than the number: it means the draw sizes and cut-off scores you are seeing now are roughly the conditions you should plan around through 2028, rather than a floor that keeps dropping.
Economic programs take a bigger share
The economic share rises from about 59% to roughly 64%, with nearly 65% of new permanent residents expected to be economic by 2027. Express Entry, provincial nominations and the community pilots are where the growth is. Family and humanitarian categories are held flat or trimmed slightly.
Temporary residence is being squeezed hard
New arrivals fall from 673,650 in 2025 to 385,000 in 2026 — a reduction of more than 40% in a single year, with the aim of bringing the temporary resident population below 5% of Canada's population by the end of 2027. Study permits and work permits are both materially harder to get than they were.
Speaking French is now a strategic advantage
The francophone target climbs every year and is committed to reach 12% by 2029. In practice that shows up as category-based Express Entry draws with cut-offs far below general draws, the francophone community pilot, and the C16 work permit. If you have any French at all, it is worth testing.

How long does Canadian permanent residence take?
It depends entirely on the stream. Express Entry applications are usually decided within about six months of an invitation to apply, provincial nominee files commonly run eight to eighteen months once the province is included, and spousal sponsorship is typically around a year. IRCC changes its service standards regularly, so we confirm the current target for your exact stream at your assessment.
Do I need a job offer to get PR in Canada?
No. The Federal Skilled Worker and Canadian Experience Class streams inside Express Entry do not require a job offer. Some provincial nominee streams and most business routes do. If you have an offer we make sure it is structured so that it actually helps your application.
What CRS score do I need for Express Entry?
There is no fixed number. The cut-off moves with every draw, and category-based draws for healthcare, trades, education, French speakers and other priority groups often close well below the general cut-off. Rather than guess, we look at where your points are being lost and build a plan to raise the score you control.
Can I apply for permanent residence from inside Canada?
Yes. The Canadian Experience Class, in-Canada provincial streams, in-Canada spousal sponsorship and humanitarian and compassionate applications are all filed from within Canada. In many cases you can also hold a bridging open work permit and keep working while the file is processed.
My application was refused. Is permanent residence still possible?
Very often, yes. A refusal is a decision on one application, not a permanent bar. We obtain the officer notes, identify exactly what failed, and then choose between reapplying properly, requesting reconsideration or moving to a different stream that fits you better.
What does CHK Immigration Services charge?
Your professional fee is quoted as a fixed amount at the end of your consultation, before any work begins, and it is separate from the government fees shown above. There is no percentage of salary, no per-email billing and no surprise invoices.
