Registration with a provincial college is what lets you work as a nurse once you are here. It is not a condition of being invited, and it is not a condition of becoming a permanent resident. A great many nurses rule themselves out on this point before they start.

A nurse qualifies for the Express Entry healthcare category with twelve months of full-time work experience (or the part-time equivalent) in an eligible occupation within the last three years. For nurses that means NOC 31301 or NOC 32101. The experience can be from any country.
You also need an Educational Credential Assessment and a language test. You do not need Canadian registration, an NCLEX pass, a job offer, or a Canadian employer.
Two things, and that is the whole test at this stage.
The unit group most hospital and clinic staff nurses fall under when the duties on their employment letters match it.
Licensed practical nurses and, in Ontario, registered practical nurses. The employment letter, not the certificate, decides which code you claim.
Those are the two nursing codes. The healthcare and social services category is wider than nursing — it covers a range of allied health, therapy and social service occupations — so if your title is not listed here it is still worth checking the full category against your NOC.
Most of the nurses we speak to are applying from India, the Philippines and the Gulf, and the mechanics are the same wherever you are — but four things reliably cost people time.

An assessment depends on your university or council sending documents, and that is the step you do not control. Each designated organisation publishes its own document list by country. Begin it first, not last.

Your police certificate is the NBI clearance. If you have worked in the Gulf or elsewhere for six months or more, you need a certificate from that country as well.
A four-year BSN generally meets the baccalaureate standard the College of Nurses of Ontario applies for RN. Your ECA is issued on the degree, not on your PRC licence.

You need a police certificate from each Gulf country where you lived for six months or more. These are harder to obtain once you have left, so arrange them while you are still in the country where you can.
Your ECA is issued on the country where you completed your nursing education, not where you worked. Gulf experience counts in full for the category, provided the employment letters state duties, hours and salary.
Every applicant needs an approved test result, whatever their first language. IELTS General Training, CELPIP-General or PTE Core are accepted; the Academic versions are not.
Police certificates come from ACRO for the United Kingdom and An Garda Síochána for Ireland, plus any other country you have lived in for six months or more.
NMC or NMBI registration does not add CRS points and does not replace the ECA. Your nursing degree is assessed like everyone else’s; your work experience counts in full.

Experience from any country counts the same for the category. Country notes are general guidance; document requirements change, so check the issuing authority before you apply.

This is the single most common confusion among Indian-trained nurses — and it comes up for diploma-trained nurses from other countries too. It comes from treating one qualification as one answer. It is two.
The code you claim reflects the duties you actually performed, not the certificate on your wall. A GNM-qualified nurse working as a staff nurse may well fall under 31301. The employment letter decides it.
The College of Nurses of Ontario sets a baccalaureate standard for RN and a diploma standard for RPN. A GNM diploma is not a baccalaureate, so in Ontario it generally points to the RPN route rather than RN.
So a nurse can be perfectly eligible for the category as a registered nurse for immigration purposes and still be assessed toward RPN registration after landing. That is not a contradiction and it is not a problem with the application — it is two bodies asking two different questions. It does, however, change what your first year in Canada looks like, and it is worth knowing before you plan rather than after.
The assessing body decides how a qualification maps, not the applicant and not a consultant. What we can do is tell you which questions you will be asked, and by whom.
At the application stage you need an Educational Credential Assessment. It compares your nursing education to a Canadian credential. It is what earns your education points, and on the Federal Skilled Worker route it is what makes you eligible at all.
IRCC designates five organisations for general assessments: the Comparative Education Service, the International Credential Assessment Service of Canada, World Education Services, the International Qualifications Assessment Service, and the International Credential Evaluation Service.
There is no nursing-specific body on that list. Physicians must use the Medical Council of Canada, pharmacists the Pharmacy Examining Board, architects the Canadian Architectural Certification Board. Nurses use the general organisations like everyone else — so if you have been hunting for a dedicated nursing assessment provider for immigration purposes, you are looking for something that does not exist.
Two details that cause refusals. The report must be less than five years old both when you create your profile and when you submit your application. And IRCC states the limit of it plainly: an ECA “doesn’t guarantee you’ll get a license to practice in a regulated profession” — that is a separate process, in the province where you intend to work.
In a general round, every candidate in the pool competes on score alone. In a category round, IRCC ranks only the candidates who meet the category — a far smaller group — so the cut-off falls.
The most recent healthcare round, on 4 September 2026, cut off at CRS 475. A nurse at that score would ordinarily be nowhere near an invitation in a general round. That gap is the whole value of the category, and it is why the first question worth answering is not “is my score high enough” but “does my NOC put me in the category at all.”
Category rounds are not scheduled in advance. They run when IRCC decides to run them, and the cut-off moves with the pool. Every round this year is tracked here, with the cadence between them.
The same calculator we use on the Express Entry page, scored against the current IRCC grid. A healthcare round invites the highest scores among the category’s occupations, so your number still matters even though it is not the eligibility test.

The category is not the only route, and for some nurses it is not the best one. Provincial nominee streams run their own healthcare intakes, and several of them weigh registration — or eligibility for it — in a way Express Entry does not. An employer-supported route may also move faster than waiting for a round that has not been scheduled.

In practice yes. A category round ranks only candidates who meet the category, a much smaller group than the full pool, so the cut-off sits below the general rounds. It is not guaranteed, and it moves with each round.
Only partly. The College of Nurses of Ontario requires that you be a citizen, a permanent resident, or authorised under the Immigration and Refugee Protection Act, so registration cannot complete before your status does.
It depends how much of the sequence you have cleared. Education assessment, Transition to Practice, evidence of practice, NCLEX-RN and the jurisprudence exam each take their own time. Plan for months rather than weeks, and budget for a period after landing in which you are not yet working as a nurse.
