The useful part

Which points you can still earn.

A score is a position, not a verdict. This is the question that decides what to do about it.

TEER and occupational category	Fixed by the offer	Only a different job changes these. A health (3) or trades (7) offer starts 4 to 8 points ahead of most others before anything else is counted.
Hourly wage	Sometimes negotiable	The bands are $5 wide and each step is 2 or 3 points. An offer at $38 is 3 points short of one at $40. Worth raising before the offer is finalised, not after.
Months in the position	Grows with time	The first step is six months. If you are under it, the fallback scores your wider Ontario experience at two-thirds the rate, so it only pays if you have some.
Canadian earnings	Fixed by past filings	Read from Notices of Assessment already issued. Nothing to do now except make sure the best year of the last five is the one on file.
Legal status	Fixed today	A valid work permit is worth twice a study permit. Status that lapses before you register costs the full ten.
Highest education	Assessed as it stands	A master’s is 2 over a bachelor’s; a doctorate 4. Not a lever for anyone mid-application.
Canadian credentials	Slow to change	A second Canadian credential is 5 more. Realistic for some, a year or more for most.
Language ability	The most movable factor after wage	CLB 7 to 8 is 4 points; 8 to 9 is 3. A retest is weeks, and the lowest of your four abilities is the one that counts, so a single weak band is worth targeting.
Second official language	Improvable	Demonstrating both is 5 over one. For anyone already partway in French, this is cheap.

Worked example

One file, scored.

To show how the pieces add up, and how far three ordinary changes move it.

A registered nurse. TEER 1, occupational category 3. An offer in Sudbury at $38 an hour, eight months into the position. A bachelor’s degree from abroad and an Ontario College Graduate Certificate. CLB 8 in English, no French. On a valid work permit, with a $52,000 Notice of Assessment last year.

Employment 59 — TEER 9, category 10, wage 12, eight months in the position 12, earnings 6, work permit 10. Education 11 — the bachelor’s is the highest level at 6, and the graduate certificate is one Canadian credential at 5. Language 17 — CLB 8 is 12, one language is 5. Regionalization 15 — Sudbury is Northern Ontario.

The three changes that are actually within reach — the wage, the language band, and where the job is — move this file across a 21-point range. Everything else on the grid is already decided.

Reading it

What a good score looks like.

There is no pass mark.

Ontario has not published a minimum, and the cut-off is not fixed — it moves with the size of the pool and the size of the round, both of which change. A score that was invited in one round can sit uninvited in the next.

So treat the number as a position, not a verdict. The useful questions are which points you are missing, and which of those you could still earn — which is what the table above is for.

Before the points

Can Ontario nominate you at all.

The score ranks you. It does not decide whether you qualify, and those are separate questions.

1A job offer from an Ontario employer

The employer starts the process. You then register an expression of interest. The offer itself has to meet the province’s requirements before any of the points matter. If you graduated from an eligible Ontario institution within the last three years, at least three months of consecutive, paid full-time work in the position within the 12 months before you apply is enough to qualify.

2Self-employed physician

No job offer needed, and the other applicant and employer requirements do not apply. You apply on your own, with an OHIP billing number and registration with the College of Physicians and Surgeons of Ontario.

What changed

The 2026 redesign, briefly.

Eight streams closed and one replaced them.

The three Employer Job Offer streams, Master’s Graduate, PhD Graduate and the three Express Entry streams all closed on 25 June 2026. They were not replaced individually. One stream now does the work of all of them — the Ontario Workforce Priority Stream — and its expression of interest portal opened on 4 August 2026.

The score, answered.

Is there a minimum OINP score?

No. Ontario has not published a cut-off, and the bar moves from round to round with the size of the pool and the size of the round. A score that was invited in one round can sit uninvited in the next.

What is the lowest possible score?

Seven, not zero. One official language scores 5 and the lowest occupational category scores 2, and neither can be avoided. Everything above that is earned.

Can I register an expression of interest without a job offer?

Only as a self-employed physician. The other route needs an offer from an Ontario employer, and the employer starts that process.

Is the OINP expression of interest system open?

Yes. The portal for the Ontario Workforce Priority Stream opened on 4 August 2026. The eight streams that closed on 25 June 2026 have not reopened.

Does working outside Toronto change my score?

Yes, and by more than most people expect. Toronto scores nothing, the rest of the Greater Toronto Area scores 5, most of the province scores 10, and Northern Ontario scores 15. It is the largest single swing available to someone with a choice of where to work.

I have less than six months in the job-offer position. Do I score nothing for experience?

Not necessarily. If you have under six months in the position, Ontario scores your work experience anywhere in Ontario instead, on a lower scale: 12 for more than 24 months, 9 for 13 to 24, 6 for 6 to 12.

What happened to the Master’s and PhD Graduate streams?

Both closed on 25 June 2026, along with the three Employer Job Offer streams and the three Express Entry streams. Recent Ontario graduates now qualify inside the Workforce Priority Stream on a shorter work-experience requirement: three months in the job-offer position, if the credential is from an eligible Ontario institution within the last three years.

Is an OINP score the same as a CRS score?

No. They are different grids, run by different governments, for different purposes. A strong CRS score does not carry over, and a provincial nomination affects your CRS rather than replacing it.

Does a higher wage really add points?

Yes. The wage bands are $5 wide and each step is worth 2 or 3 points, up to 15 at $40 an hour. It is one of the few factors that can sometimes still be negotiated before the offer is finalised.
