Manitoba has run a nominee program since 1998 — longer than any other province — and it still selects differently from everyone else. The 1,000-point EOI grid awards up to 300 points for connection to Manitoba: a close relative or friend who will support you, past study or work in the province, or endorsement from a community. Family ties, which most PNPs ignore, genuinely move the needle here.

The other distinctive engine is the Strategic Recruitment Initiative: Manitoba directly invites candidates identified through employer services, Francophone recruitment missions, ethnocultural community partnerships and regional communities, so many nominees never compete in an open draw. In 2026 the province holds 6,239 nominations and swings between small invitation-only rounds and huge ones — draw 275 in July issued 2,146 invitations, 87% of them to Manitoba-educated graduates.

Does a Manitoba job offer qualify me for Skilled Worker Overseas?
Not by itself. The overseas stream is gated on a genuine Manitoba connection — a close relative or friend acting as supporter, past study or work in the province — or a direct Strategic Recruitment Initiative invitation. This is the single most common misconception about the MPNP.
How much do Manitoba draws vary?
Enormously. Draw 277 in August 2026 issued 53 invitations, all to directly-invited SRI candidates with no published cut-off; draw 275 in July issued 2,146, mostly to Manitoba graduates. Roughly 4,056 invitations had gone out by mid-July against a 6,239 allocation.
I studied outside Manitoba — can I use the International Education Stream?
No. It is exclusively for graduates of Manitoba institutions. Out-of-province graduates route through the skilled worker streams and need Manitoba work or a connection like everyone else.
What does the MPNP cost?
The application fee is $500 for skilled worker and international education streams and $2,500 for the Business Investor Stream. After nomination you have 180 days to file the federal PR application.
Does a MPNP nomination guarantee permanent residence?
No. Manitoba nominates you, but Immigration, Refugees and Citizenship Canada (IRCC) makes the final permanent-residence decision after its own admissibility, medical and security checks.
How does the MPNP connect to Express Entry?
If you're nominated through the Express Entry pathway, an Express-Entry-aligned stream, you receive 600 additional CRS points, which effectively guarantees an invitation to apply in a following Express Entry round.
