Under the Canada–Quebec Accord, the province selects its own economic immigrants through the Arrima Expression-of-Interest portal and issues a Certificat de sélection du Québec (CSQ) before you apply to IRCC for permanent residence. French ability is central to most pathways.

Skilled Worker (PSTQ)
Quebec’s Programme de sélection des travailleurs qualifiés selects skilled workers from the Arrima pool based on training, experience, French and ties to Quebec.
Quebec Experience (PEQ)
For graduates of Quebec institutions and temporary foreign workers already in Quebec, with the required French level.
Arrima + CSQ
Submit an Expression of Interest in Arrima; if selected you’re invited to apply for a CSQ, then apply to IRCC for PR.
