Quebec selects outside the PNP entirely, through Arrima and the Programme de selection des travailleurs qualifies (PSTQ).

What to watch next

Rounds are roughly monthly and are run stream by stream. French is decisive: Stream 1 rounds have required level 7 oral and level 5 written on the Quebec scale. Quebec calls the NOC TEER level the FEER category.

Skilled Worker Selection Program

The four PSTQ streams.

No PSTQ stream requires a job offer. French is the gate: Quebec sets the level on its own scale (Échelle québécoise), and it differs by stream. Official requirements

  1. Stream 1

    Highly qualified and specialized skills

    Occupations at FEER 0, 1 or 2 (Quebec’s term for the NOC TEER level). French: oral level 7 or higher and written level 5 or higher. At least one year of full-time experience in the main occupation within the last five years, and a diploma from a program of at least one year full-time.

  2. Stream 2

    Intermediate and manual skills

    Occupations at FEER 3, 4 or 5. French: oral level 5 or higher. At least two years of paid experience, of which at least one year in Quebec, within the last five years. Secondary or vocational diploma of at least one year full-time.

  3. Stream 3

    Regulated professions

    Occupations on Quebec’s list of regulated professions. French level follows the FEER category (oral 7 / written 5 for FEER 0–2; oral 5 for FEER 3–5). The professional order or regulator must assess your credentials.

  4. Stream 4

    Exceptional talent

    For people whose expertise is recognised as contributing to Quebec’s prosperity: named on the official list or supported by a partner opinion, with at least three years practising the main occupation in the last five.

Spouses need spoken French at level 4 or higher in every stream. Requirements as published by Quebec (page updated June 25, 2026); verify on the official site before you rely on them.

Is Quebec part of the Provincial Nominee Program?
No. Under the Canada–Quebec Accord, Quebec selects its own economic immigrants through Arrima and the PSTQ or PEQ, and issues a Certificat de sélection du Québec (CSQ). IRCC then decides admissibility and grants permanent residence. Quebec does not use the 600-point nomination bonus that provincial nominee programs use in Express Entry.
What French level do I need for the PSTQ?
It depends on the stream. Stream 1 (FEER 0–2) requires oral level 7 and written level 5 on the Quebec scale; Stream 2 (FEER 3–5) requires oral level 5; Stream 3 follows the FEER category of the regulated profession. A spouse needs spoken level 4 in every stream.
Do I need a job offer for the PSTQ?
No stream of the PSTQ requires a job offer. Selection from Arrima is competitive, though, and a Quebec job offer or Quebec work experience makes a profile materially stronger than French alone.
What is a CSQ?
The Certificat de sélection du Québec is Quebec’s selection certificate. You apply for it after an Arrima invitation; once issued, you apply to IRCC for permanent residence, and IRCC assesses only admissibility (medical, security, criminality), not the selection itself.
