How the NLPNP works.
Newfoundland and Labrador Provincial Nominee Program, run by Government of Newfoundland and Labrador with IRCC. You qualify under a stream, get selected or nominated, then IRCC decides your PR. Official site →
Stream criteria / EOI
Newfoundland and Labrador publishes no points thresholds — its Immigration Accelerator Portal draws select "most desirable" profiles, and the province does not break results down by stream.
Allocation & fees
Accelerator Portal draws shrinking: 445 in March to 57 in July; AIP out-drew the PNP on July 10. Figures change — verify on the official site. Data checked 2026-08-23.
Live tracker
Newfoundland and Labrador in 2026, by the numbers.
Has not published a 2026 nomination allocation. IRCC allocated 43,999 spaces nationally; the seven jurisdictions that published theirs account for 37,255, leaving about 6,744 shared between Nova Scotia, New Brunswick, PEI and Newfoundland and Labrador.

Newfoundland and Labrador issues ITAs in batches from a single EOI pool and publishes each batch with an NLPNP / Atlantic Immigration Program split. 1,971 NLPNP invitations went out over 11 rounds to 18 August 2026, plus 348 AIP invitations that sit outside the PNP allocation. Batch sizes swing sharply rather than trending down: the July 28 round was the largest of the year at 445, followed by 208 and 122 in August.
A separate federal program with its own allocation. These figures are not provincial nominations and are never added to the PNP totals above.

Mount Pearl
Adjoining the capital, with trades, distribution and light manufacturing.

West-coast centre for health care, education and forestry.

NLPNP streams, criteria and process.
Choose the stream that fits your profile. Criteria and open or closed status change often — we confirm what is live before you file.
Express Entry Skilled Worker
Enhanced stream for federal Express Entry candidates with NL job offers — selected via portal draws.
Skilled Worker
Base stream for workers with NL job offers, drawn from the same pool.
International Graduate
For graduates with NL job offers; the old Priority Skills NL branding has been folded into the portal.
International Entrepreneur
Business route for owner-operators — one of the few entrepreneur categories still open in Atlantic Canada, and exempt from the job-offer norm.
International Graduate Entrepreneur
For graduates of Memorial or CNA building businesses in the province.
Atlantic Immigration Program
Runs from the same EOI pool — designated-employer job offer, no provincial fee, and in July 2026 it out-drew the PNP for the first time in years.
Where N.L. selection actually turns — the factors that decide whether a profile is invited.
Zero provincial fee
The official guidance says it plainly: there is no application fee for the NLPNP. Third-party sites still citing $250 are out of date.
One pool, opaque draws
Combined NLPNP+AIP selections with no stream breakdown and no cut-off scores — third-party "cutoff" claims are guesses.
Shrinking 2026 rounds
445 invitations in March, 245 in late March, 108 by June, 57 in July. Early-year profiles caught allocation the late ones will not.
Hard post-selection clocks
60 days to submit after selection, 90 days to complete a portal application once started. Miss either and you re-enter the queue.
Four stages from first interest to a permanent-residence decision.
Register / submit an EOI
Create a profile in the NLPNP pool; you are scored and ranked on Stream criteria / EOI.
Get selected / invited
Newfoundland and Labrador invites or approves candidates who meet its priorities, then issues a nomination.
Provincial nomination
Add 600 CRS in Express Entry (enhanced) or apply on paper (base), depending on your stream.
Apply to IRCC for PR
Submit your permanent-residence application; IRCC makes the final decision.
A NLPNP nomination = +600 CRS
Through the Express Entry Skilled Worker, an enhanced nomination adds 600 points to your Comprehensive Ranking System score — in practice, a guaranteed invitation to apply in the next Express Entry round.
