NLPNP.

Newfoundland and Labrador runs the most opaque — and the cheapest — nominee program in Atlantic Canada. Since February 2025 nobody applies directly: you create a profile in the province's Immigration Accelerator Portal and wait for a draw. The province runs joint NLPNP and Atlantic Immigration Program selections from the same pool, publishes combined results without stream breakdowns or points thresholds, and gives selected candidates 60 days to file. What it does not charge is a fee: the NLPNP application is free, a genuine outlier as Nova Scotia moves to $1,000.

The 2026 arithmetic is tightening. Eight draws by July 10 issued 1,544 invitations, with draw sizes shrinking from 445 in March to 57 in July — and that July draw was the first AIP-majority selection since 2023, a visible signal the province is steering demand toward AIP employers as PNP space runs down. NL's 2025 allocation was 2,050 nominations plus 475 AIP after it negotiated a 1,000-space increase in exchange for accepting humanitarian arrivals.

Program status

Newfoundland and Labrador issues ITAs in batches from a single EOI pool and publishes each batch with an NLPNP / Atlantic Immigration Program split. 1,971 NLPNP invitations went out over 11 rounds to 18 August 2026, plus 348 AIP invitations that sit outside the PNP allocation. Batch sizes swing sharply rather than trending down: the July 28 round was the largest of the year at 445, followed by 208 and 122 in August.

How do I apply to the NLPNP in 2026?
You cannot apply directly. Since February 2025 you create an expression-of-interest profile in the Immigration Accelerator Portal and wait to be selected in a draw; selected candidates get 60 days to file a complete application. Any guide describing direct application or the old Priority Skills NL intake predates the current system.
What are the draw cut-offs in Newfoundland and Labrador?
Nobody outside government knows — the province deliberately publishes no points thresholds and no per-stream breakdowns, only combined NLPNP and AIP invitation totals. It states it selects the most desirable profiles for its labour market, with healthcare, rural employment and underrepresented occupations visibly favoured.
Is there really no application fee?
Correct — the province's official application guidance states there is no fee when applying to the NLPNP, and AIP endorsement is also free of provincial charges. That makes NL the cheapest provincial nomination in Canada at the provincial stage; federal PR fees still apply.
Should I aim for the PNP or the Atlantic Immigration Program here?
Increasingly, the AIP. The July 10, 2026 draw selected 40 AIP candidates against 17 PNP — the first AIP-majority round since 2023 — as PNP allocation ran down. With a job offer from a designated NL employer, the AIP path avoids the shrinking PNP draw sizes entirely.
Does a NLPNP nomination guarantee permanent residence?
No. Newfoundland and Labrador nominates you, but Immigration, Refugees and Citizenship Canada (IRCC) makes the final permanent-residence decision after its own admissibility, medical and security checks.
How does the NLPNP connect to Express Entry?
If you're nominated through the Express Entry Skilled Worker, an Express-Entry-aligned stream, you receive 600 additional CRS points, which effectively guarantees an invitation to apply in a following Express Entry round.
